What actually moves the queue
Four things decide when your date becomes current. None of them is how much you pay anyone.
The annual limit
About 10,000 visas a year worldwide for the whole “other workers” subgroup. This is what creates the queue, and it is set by law rather than by caseload.
Per-country limits
No single country may take more than a set share of the annual total, which is why applicants born in high-demand countries wait longer than everyone else.
Demand ahead of you
Every approved petition with an earlier priority date is in front of yours. Demand is not published person by person, which is why nobody can name your date.
Retrogression
When demand outstrips supply mid-year, cut-off dates move backwards. A date that was current can stop being current — this is normal, not a mistake.
